class=\"wp-caption-text\">Seattle, WA<\/figcaption><\/figure>\n<p class=\"p1\"><span class=\"s1\">In Seattle, I have visited Disability Rights Washington, a private non-profit organization, and the designated\u00a0<\/span><span class=\"s1\">protection and advocacy agency<\/span><span class=\"s1\">\u00a0in Washington State. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In 1977, the Governor chose Disability Rights Washington to protect the rights of people with disabilities statewide. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The federal government provides money to the protection and advocacy agency in every US state and territory to protect and advocate for people with disabilities, and their rights. <\/span><\/p>\n<p class=\"p1\">I have talked with Betty Schwieterman (Director of Systems Advocacy), Emily Cooper (Staff Attorney), and Tina Pinedo (Digital Communications Manager).<\/p>\n<figure id=\"attachment_8909\" aria-describedby=\"caption-attachment-8909\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-8909 size-full\" class=\"p1\"><span class=\"s1\">Today, in the US, many people with disabilities have equal opportunities to receive general education and work in various fields. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">However, children born with disabilities during 1940s to 60s were often placed into institutions by the recommendation of their doctors to their parents. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Thousands of children were completely separated from the family and couldn\u2019t get out from the institutions. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The condition in the institutions were actually horrible. <\/span><\/p>\n<p class=\"p1\">\u00a0<\/p>\n<p class=\"p1\"><span class=\"s1\">One day, a former psychologist that worked in an institution, Willowbrook State School, snuck reporter Geraldo Rivera into one of the living units after hours.<span class=\"Apple-converted-space\">\u00a0 <\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Rivera took pictures and video footage, that exposed the horrific living conditions people with developmental disabilities were living in. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Soon after, the information and images were shared with the in public: 6,000 people of all ages, crammed into a facility made for 4,000 \u2013 some not wearing clothes, and most receiving little to no care.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"> In response to the public outcry following the scandal, Congress created the Protection and Advocacy network in order to protect and advocate on behalf of people with disabilities. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Disability Rights Washington is the protection and advocacy agency in Washington State, and has federal access authority to monitor facilities where people with disabilities live and investigate incidences of abuse and neglect. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Here is a video explaining what the P&amp;A network is: <\/span><\/p>\n<p><iframe loading=\"lazy\" width=\"750\" height=\"422\" src=\"https:\/\/www.youtube.com\/embed\/RszxGq8i050?feature=oembed\" frameborder=\"0\" allowfullscreen><\/iframe><\/p>\n<p class=\"p1\">\u00a0<\/p>\n<p class=\"p1\"><span class=\"s1\">Disability Rights Washington offers various supports to people with disabilities, free of charge. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In 2015, over 20,000 people received information and referral services regarding their rights, and more than 177,000 people with disabilities in Washington are potentially benefitting from Disabilities Rights Washington\u2019s litigation outcomes.<\/span><\/p>\n<p class=\"p1\">\u00a0<\/p>\n<p class=\"p1\"><span class=\"s1\">Emily said, <\/span><\/p>\n<blockquote>\n<p class=\"p1\"><span class=\"s1\">My favorite thing what we do is expression of \u201cNothing About Us Without Us\u201d.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">We have people with disabilities advising us what to take for our priority. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">We also call this \u201clegal anarchy\u201d because one of the things we do is we get information about people\u2019s right directly to them and how to enforce. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">So, people with disabilities don\u2019t have to necessarily have a lawyer to take a case up. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">It is not about lawyer. It is not about public policy or media. It is about clients. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">We pay attention to their direction what they want to do.<\/span><\/p>\n<\/blockquote>\n<p class=\"p1\">\u00a0<\/p>\n<p class=\"p1\"><span class=\"s1\">In the US, people with disabilities are still facing discrimination and attached stigma because of their disabilities. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">During my college years in Wisconsin, personally I did not have any experiences of discrimination based on my mobility disability. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">However, in Syracuse, New York where I live right now, I experienced an incident which could be illegal. (*1)<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">While it is very common to file a lawsuit in the US, it takes time, money and a lot of energy.<span class=\"Apple-converted-space\">\u00a0 <\/span><\/span><\/p>\n<p class=\"p1\">Like other protection and advocacy agencies,\u00a0Disability Rights Washington works to first provide people with disabilities information and resources about their rights so they can become stronger self-advocates.<\/p>\n<p class=\"p1\">Disability Rights Washington takes on fewer individual legal representation cases, in order to focus on systemic issues, that are then represented through class action litigation.<\/p>\n<p class=\"p1\">Disability Rights Washington involves staff, volunteers, community members, and self-advocates with disabilities to better understand issues and barriers that can be improved.<\/p>\n<p class=\"p1\">Therefore, all the supports are provided with the view of people with disabilities, or the \u201cdisability perspective,\u201d which is really beneficial.<\/p>\n<p class=\"p1\">\u00a0<\/p>\n<figure id=\"attachment_8911\" aria-describedby=\"caption-attachment-8911\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-8911 size-full\" src=\"https:\/\/moonrider7.com\/wp-content\/uploads\/2016\/04\/IMG_1509-e1459712627563.jpg\" alt=\"MoonRider7_RootedinRights\" width=\"600\" height=\"600\" \/><figcaption id=\"caption-attachment-8911\" class=\"wp-caption-text\">ROOTED in RIGHTS project<\/figcaption><\/figure>\n<p class=\"p1\"><span class=\"s1\">One of interesting projects that Disability Rights Washington does is \u201cRooted in Rights\u201d. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The video and social media project, Rooted in Rights, produces videos in which people with disabilities talk about their reality, difficulties, and what need to be improved. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Discrimination and stigma happen because people do not have enough experience and often don\u2019t understand the lives people with disabilities. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Rooted in Rights has shared so many videos to reduce the gaps between people with disabilities and people without disabilities for better understanding of both sides. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">All the videos are related to disability rights, and filled with light tension of injustice people face solely based on their disability. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In that way, all people can pay more attention and think deeply by themselves.<\/span><\/p>\n<p class=\"p1\">\u00a0<\/p>\n<p class=\"p1\"><span class=\"s1\">I will share one of the videos by Rooted in Rights, which is showing accessible curb ramps. <\/span><\/p>\n<p class=\"p1\"><strong><span class=\"s1\">&#8220;Show us your #CrappyCurb&#8221;<\/span><\/strong><\/p>\n<p><iframe loading=\"lazy\" width=\"750\" height=\"422\" src=\"https:\/\/www.youtube.com\/embed\/NRh-4Y3aNeo?feature=oembed\" frameborder=\"0\" allowfullscreen><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p1\"><span class=\"s1\">Many people might think curb cuts are not just for people with disabilities, but actually it is beneficial for people with bikes, strollers, luggage and other items that roll on wheels. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Rooted in Rights engages people to post a photo or video of a #CrappyCurb on Twitter, Instagram and Facebook, so that more people would notice inaccessibility in the city. <\/span><\/p>\n<p class=\"p1\">\u00a0<\/p>\n<p class=\"p1\"><span class=\"s1\">Fortuitously Betty, Emily and Tina know about Professor Arlene Kanter in Syracuse University who I interviewed before, and I remembered what Professor Kanter said to me <\/span><\/p>\n<blockquote>\n<p class=\"p1\"><span class=\"s1\">\u201cLaws are only words on paper; they don\u2019t mean anything unless and until they are implemented.\u201d <\/span><\/p>\n<\/blockquote>\n<p class=\"p1\">\u00a0<\/p>\n<p class=\"p1\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-8916\" src=\"https:\/\/moonrider7.com\/wp-content\/uploads\/2016\/04\/\u30b9\u30af\u30ea\u30fc\u30f3\u30b7\u30e7\u30c3\u30c8-2016-04-03-16.04.31.png\" alt=\"MoonRider7_3UnitedArrows\" width=\"463\" height=\"241\" \/><\/p>\n<p class=\"p1\"><span class=\"s1\">In Japanese quote, we say \u201cUnited three arrows\u201d which means one arrow can be broken so easily ,but three arrows are united, that would require much more strength to break. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">To take a big step or to involve more people about disability issues, I found it is very effective and meaningful to unite more people to spread the impact and build strength.<\/span><\/p>\n<p class=\"p1\">\u00a0<\/p>\n<p class=\"p1\"><span class=\"s1\">In order to raise awareness of issues related with disabilities, I started Moon Rider 7 Project 4 years ago.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"> Starting last year, Jeff and I are hosting online discussion events every month to talk about abilities and disabilities. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Through the online discussion events, we slowly increase the awareness of issues of disability, starting from Japan to all over the world. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Through each discussion, we discover new ideas to create a better future. One step at at time.
